In common terms age groups are usually labeled - 1-18, 18-30, 30-50. 50-??. That sort of thing, there are of course more specific variations, 1-12, for norm.
With Spaced, I would personally have labeled it as 15-35. The 15 minimum is based on the programme's BBFC rating of 15, throughout the scheme's run. The 35 is a number I have chosen as a rough boundary based on the content and situations. The situation would be placed for uninitiated adults, having the predicaments of rent controlled living accommodation, drugs, crazy friends, and neighbourhood middle-aged youth.
The characters themselves were aged around 25-30 (though, as far as I remember they never actually revealed the characters' ages). At the on one occasion, Simon Pegg was 29 and Jessica Hynes was 26 - so these seem to be a good age anyway.
Based on all these factors, I would personally have said the quarry group would be around 15-35. I would expect this to have been the sort of target group they were going for at the time of making it.
Of definitely, this is only my personal opinion, but I feel it seems a fair opinion.
Hope this has helped.
Additional:
Oh, I'm sure 14 would be keen. I don't think there's a problem with that, I first saw it when I was around your age and I throughly enjoyed it. I don't see any problem with you watching it, I highly recommend it. It's one of my favourite comedys, as an individual.
Oh, well happy birthday to you!
He really is quite amazing. Well I don't actually think your age should be a huge problem, I don't remembrance any of his works being rated above a 15 and the majority of them are available on DVD making it much easier to see. The next project (the third in the "Blood and Ice Cream Trilogy") should be realeased in cinemas by the notwithstanding you've turned 15, so you might actually be able to see it at the cinema. If not, well just lie about your age! I don't normally condone illegal comportment on here, but I used to do that just to see his films so, why not?!
Additional 2:
Sorry, I need to correct part of my answer. I just started watching the guide again (I do love Spaced) and it does actually give the characters' ages. Tim Bisley (portrayed by Simon Pegg) was born 17th September 1974 - making him 34 now, 25 at the at all times of the programme showing (the pilot debuted on the 24th of September). Daisy Steiner (portrayed by Jessica Hynes) was born in 1975, though no fixed date is given (at least not in the pilot) - thus making her 33/34 now, 23/24 at the time.
